About the Mayor & Council

Role & Responsibilities

The Town of Greensboro is governed by an elected Town Council, consisting of four members and a Mayor. 

The responsibilities of the Mayor include:

  • The appointment and removal of employees and heads of offices and departments
  • Overseeing and making reports to the Council on the operations of the Town government
  • Supervising the financial administration of the town government, including preparing the annual operating and capital budgets and overseeing their implementation

The responsibilities of the Council include:

  • Reviewing and approving the Mayor’s appointment of employees and heads offices and departments
  • Passing ordinances and resolutions, including the adoption of the annual operating and capital budgets and property tax rates
  • Reviewing and providing feedback to the Mayor on the operations of Town government

Meet the Mayor & Council

David Spencer, Mayor

Mayor Spencer has been a Greensboro resident for 44 years and together with his wife has raised four children in the Town. He previously served on the Greensboro Town Council from 1995 to 2007 and was elected Mayor previously in 2007. 

He served as a law enforcement officer for 44 years, including 12 years as the Chief of Police for the Town of Easton. Additionally, Mayor Spencer is a graduate of the FBI National Academy and the Northwestern School of Police Staff and Command. 

Mayor Spencer is a longtime member and past President of the Greensboro Lions Club and recipient of the Melvin Jones Award. He previously served on both the Maryland Municipal League Board of Directors and the League’s Police Executive Association Board, including as President.


Christina Robinson, Councilmember

Email Christina Robinson

Councilmember Robinson and her husband Randy have been Greensboro residents since 2007. She previously volunteered for a variety of Town organizations, including the Parks Board and the Citizens Advisory Board. In that capacity, she worked closely with the Town Council and law enforcement to establish a teen group. 

Councilmember Robinson has worked for the Benedictine School and Chaney Enterprises, and has a degree in Medical Assistance from the Key Business School and Health Administration from the University of Phoenix.


Pete Brelia, Councilmember

Councilmember Brelia has been a Greensboro resident since 1979 and has a long history of volunteerism in the town. 

He previously worked for the Town of Greensboro as a police officer and later as police chief. In 1999, he began working for Caroline County Emergency Medical Services, where is currently a paramedic and shift Lieutenant. 

Councilmember Brelia and his wife Patty have been married for more than 35 years. Their adult daughter Lauren also lives in Greensboro.


Bob Harrison, Councilmember

Councilmember Harrison has lived in Greensboro for more than 32 years. He was previously elected to the council in 2018 and has served as Acting Mayor. 

He has made his career in the HVAC industry for more than 40 years and is currently an installation manager for a company in Pasadena. He is a longtime volunteer for youth development and sports programs, including the Boy Scouts and coaching and umpiring duties for baseball, soccer, and start-smart programs. 

Councilmember Harrison has been married to his wife Cindi, a Greensboro native, for more than 30 years. They have an adult son and daughter and three grandchildren.


Joe Noon, Councilmember

Councilmember Noon has been a Greensboro resident for more than 17 years. He previously served as Town Mayor from 2011 to 2019. During his time as Mayor, he assisted in the development of the Greensboro Teens Group and Phase I of the Town’s water and wastewater treatment plant. 

He had a long career with the Caroline County Detention Center, including service at the rank of Lieutenant. Following his corrections career, Councilmember Noon served as a manager for one of the nation’s largest retail company.  

Councilmember Noon and his wife are the proud parents of three children, who were raised in the Town.

Election Information

Eligibility

To be eligible for election to the Town Council or Mayor position, you must:

  • Be a qualified voter of the Town
  • Be at least 18 years old
  • Have resided in the Town for at least one year immediately preceding the election 
  • File a certificate of nomination in the Town Office on or before the first Tuesday in October preceding the Town election. Please contact the Town Office regarding the certificate of nomination.

Elections

Town Council

Elections for Town Council are held in odd numbered years on the first Tuesday following the first Monday in November. In each odd numbered year, two members are elected to the council for four-year terms. This allows for staggered terms on the Council.

The next Council election will be Tuesday, November 4, 2025. 

Mayor

Elections for Mayor are held every four years. The next mayoral election will take place in 2027.

Voting

To be a qualified voter of the Town, you must be:

  • A citizen of the United States
  • Be at least 18 years of age
  • Have lived in Maryland and within Town limits for at least 30 days preceding any Town election

To be registered to vote in the Town, you may:

  • Register with the Caroline County Board of Elections; or
  • Register with the Town Office

All voting is held at the Town Office, generally from 7:00 to 11:00 a.m. and from 1:00 to 8:00 p.m.

Election Board

The Election Board – also called the Board of Supervisors of Elections – is in charge of running the Town’s elections. It oversees the registration of voters, nominations, and all town elections. The Board is empowered to appoint staff to assist with the elections if necessary.
